Department Description:

The International Biological & Chemical Threat Reduction (IBCTR) program at Sandia National Laboratories is multidisciplinary and focuses on mitigating chemical risks by promoting safe, secure, and responsible use of dangerous chemicals around the globe. The department provides specific technical advice to the US Government on issues related to counter chemical terrorism and chemical weapons nonproliferation and has projects in the following areas: chemical risk management and mitigation, chemical security system analysis, design and implementation; training in the areas of chemical security, risk awareness, global, regional, and country-specific analysis and assessments . These projects involve both US interest as well as those of various foreign countries and international organizations.

Job Summary:

The Post-Doctoral Appointee Program is designed to recruit outstanding Ph.D. applicants to assist a line organization in meeting its mission objectives and to provide a professional technical work environment for the employee. The Ph.D. must have been conferred within one to five years prior to employment. These assignments are for a one-year period, with the option at management’s discretion to serve no more than five additional one-year assignments. Extensions of up to six years require employee's manager approval. Six years or greater requires employee's manager and HR VP approval. The IBCTR Department has projects in the following areas: chemical risk management and mitigation; chemical security system analysis, design, and implementation; training in the areas of chemical security, risk awareness; global, regional, and country-specific analysis and assessments. Projects span both analytical research and on-the-ground implementation around the world, including in Africa, South Asia, and the Middle East. These projects include execution of various hands-on technical training courses; conducting risk, threat and vulnerability assessments of chemical research and industrial facilities; design and implementation of chemical safety and security systems; research and analyze various topic areas associated with chemical terrorism. The candidate is expected to lead projects in one or more of these areas, which includes documenting IBCTR methodologies and policy recommendations in substantive reports for government sponsors as well as overseeing others to meet project objectives. In addition, the candidate is expected to work closely with other IBCTR Department members to support broader department initiatives such as promoting and supporting global chemical risk management knowledge by contributing technical information and expertise in the chemical risk management field. Further, independent analysis of departmental systems, objectives and metrics is desired to build upon the technical expertise within the department as well as the ability to discover or synthesize unique tools or approaches to aid in chemical risk management implementation around the world. The candidate should create new understandings and capabilities, using chemical risk management approaches to bring disparate information together to solve system issues and identify future chemical risk management development activity and information to support IBCTR initiatives. The candidate should be a recognized member of the chemical risk management community who can establish chemical risk management member networks to increase chemical risk management awareness and support national security. The candidate is expected to interface directly with the program sponsor, and develop and maintain effective professional relationships with the sponsor’s representatives. The candidate should possess, and be able to continually develop, cooperative/collaborative relationships with international partners and contacts. These contacts should include chemical and chemical engineering professionals in academia, industry, government research labs in the sponsor’s countries of engagement/priority. /Multiple Postdoctoral Appointee positions exist across the IBCTR Department./

Required:

* Ph.D. in chemistry, chemical engineering, or in a related field conferred within one to five years prior to employment * Experience managing projects from inception to completion * Knowledge in chemical safety and chemical security and experience applying this information to improve chemical risk management * Multidisciplinary technical knowledge and competencies appropriate to the position * The ability to obtain and maintain a DOE security clearance

* Successful candidates will be able to learn quickly and have strong written, analytical, interpersonal, verbal and presentation skills, be able to work productively in a diverse and multidisciplinary team environment * Knowledge in international security issues * Candidates with a scientific background, chemistry, chemical safety, a basic understanding of chemical engineering and industrial processes * Experience in chemical weapons nonproliferation and/or counter-terrorism policy * Experience teaching and/or overseeing chemical risk management best practices * Demonstrated ability to engage customers and stakeholders in the application of significant chemical risk management approaches * Extensive knowledge of, and proven ability to work in/with, foreign cultures and environments * Desire to affect global security issues from a technical perspective * Broad awareness of Sandia National Labs nonproliferation capabilities and goals

Security Clearance:

Position requires a Department of Energy (DOE)-granted L-level security clearance. Sandia is required by DOE directive to conduct a pre-employment background review that includes personal reference checks, law enforcement record and credit checks, and employment and education verifications. Applicants for employment must be able to obtain and maintain a DOE L-level security clearance, which requires U.S. citizenship. Applicants offered employment with Sandia are subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by the DOE, rendering the inability to perform the duties assigned and resulting in termination of employment.
